So lower latency = better? and which one would you go for, and forget about the price. let talk performance.

That is correct. The lower the latency (i.e. 9) at a given memory bandwidth [i.e. DDR3 1600 (PC3 12800)] the better.

If those two were the only choice then the Kingston kit would be obvious choice. Otherwise I always try to pick memory kits that are low-profile (such as the Corsair Vengeance LP: http://www.newegg.ca/Product/Product.aspx?Item=N82E16820233388) as the high heat-fins offer little to no benefit and are purely for looks, while have a lot bigger tendency to interfere with either CPU heasinks/fans and even CPU AIO Liquid Cooling Rad's, especially if you have an LGA 2011 board and something like a Corsair H80, in the back of you case.
