I wouldn't trust the hyper evo 212 for overclocking on haswell processors though. Stock it should be fine though. An h80i would perform well too, and a bit cheaper. Either get an h80i/h100i then set your 4670k for 1.2v, and lower it as much as you can, stop and revert to the last stable voltage.
