I'm confused on what to do

So I have a hard drive with a copy of windows 7 but I want to transfer this copy to another pc but I don't have a retailed version so do I need to buy a new hard drive and install windows 7 from another copy or is there a way I can use this hard drive but in stall a new copy of windows 7

OEM versions are not licensed to use on another machine, only on the first installed machine. You don't need a new hard drive though, just another activation key and the install disk if you don't have one. Of course the old PC will no longer work if you use the HDD from it unless you have a spare that you can clone the old installation to.
