^+1, it'd be helpful if you could let us know what your idea of a "low budget" upgrade is, because you will need to upgrade your PSU before you put a decent card in, and you do need to upgrade that card to do any kind of gaming. We can suggest some good PSU/GPU combos when you let us know your price range.

You can get a 1920x1080 from $80 (for around 19 inches) on up to $300 (for a 27 incher). I'm in the middle with a 24" Asus that can be had for about $150. i think anything 22 inches or so is good size, you can get those for down at $120 or so depending.

Brands are hit or miss, i avoid super budget ones like AOC or viewsonic, but i won't recommend the twice as expensive dells either, Samsung and Asus are my favorites. I'd suggest going to a Best Buy or something like that and just looking at all the monitors, you'll get a feel for size vs price and which makers have the picture tuning you like the best. BB often has decent prices on monitors too.
