ROM significance in cellphone

I plan to buy a cell phone that comes with 4GB or 8 GB of ROM and a price diference of $25. Should I get the extra ROM and why.

You have twice as much storage and application space. You can always get an SD card for cheaper, a 16gb card class 10 speed can be had for under $15. Some programs can't be moved to an SD card though, but 4gig should be enough for a lot of stuff and the rest can be stored on the SD card.
