HP Fans Loud

I have an h9-1420t. I have sent it in twice to HP and they have returned it the same way. Loud. In CPUID Hardware Monitor it shows the following:
FANIN0: 2950 RPM
FANIN1: 911 RPM
Fans PWM: CPU 37% System1 29%, System2 49%
Temp 30C
This is idle.
Is this normal? I can hear it in my living room. I've installed many computers and never went through this before. Any assistance would be appreciated.

2900 rpm is a lot. you could get a fan controller for pretty cheap and plug your fans into it if hp fans are compatible. hopefully that fan isnt your cpu fan. if so, i dont know much about hp proprietary stuff

Thanks for the response. It's liquid cooling. So I guess one fan is on the CPU and then there's one on the radiator. I stopped the one on the radiator for a second but no change in sound. Probably the CPU, but HP said that changed that.
