Storage device read-only will not format

When I go to format the drive it says that it is read-only and that I need to remove this restriction before I can format. I have tried: Right clicking the drive and changing the properties as well as Right clicking My computer and using the disk management screen. There is says that the drive is Raw format and read only.
What can I do to remove this read-only status?

If this is a usb flash drive then please read thru the USB FLash drive 101 sticky at the top of the threads. It covers this situation.
