AMD card. FPS capped at 60 not VSYNC

I have a nvidia laptop and one with AMD. On the nvidia I get 100+ FPS by disabling VSYNC. But my AMD is capped at 60 FPS wth VSYNC disabled.

Both have refresh rate of 60Hz.(both cannot be modified) What is capping the AMD laptop FPS?

I'm not sure if you're switching vsync on in off in games or in catalyst. Turn it off in catalyst and see if there's a difference. Also can we get some spec, the amd card just might not be as good.
