How to place I/O shield inside the case ?

Do i have to cut the metal thing sticking out on the inside of the I/O shield that was given with mobo ?





2. The psu power connector has 23 wires /connectors but mobo has 24 pins . is it allright or my psu is a issue here ?

Your PSU connector is fine. Pin #20 (-5V) was eliminated on the 20 pin ATX connector long ago and was just carried over to the 24 pin connector.

Usually you want to leave the metal tabs/fingers in place on the I/O plate. They are designed to ground the various connectors and ports so that when you plug in cables, you don't zap the board with ESD. Just be careful that during installing the MB up against the I/O plate that you don't accidentally allow one of the tabs to sneak into one of the ports. Easy to happen.
