$400 dollar budget

I have been making a build for awhile now, and I just need the Monitor, Keyboard, Mouse, and OS. I have a budget of around $400 for these parts. I know it is a bit tight but thats all I have at the moment. My build is: http://pcpartpicker.com/p/1iX89
If there are any other parts that will give me better performance for the same amount of money, please list them below, its my first build and I don't want to have a low amount of performance for the price.
