Bought New HardDrive, OS not found?

I recently bought a new hard drive for my Studio 1558 Laptop from Dell and when I installed it and started up the laptop it said operating system not found.
So I called Dell support and they said I'd have to order new ones at about $30-$40.
Is there anywhere I could download the necessary programs?

did you install an OS on it?

did you clone the old drive to the New drive?

do you have the Windows Product Key? (check on the bottom of your laptop)
