Monitior gets no signal except from old graphics card

I have a Nvidia GTS 250 that has recently started giving me BSOD except in safe mode. I bought a new Geforce 630 to replace it but i cannot get the monitor to work with anything but the old card in safe mode. I have gone into the bios trying to get the computer to use the onboard chipset but that doesnt work either. I'm frankly at a loss. Like I said the monitor works while connected to the old graphics card and while I am in safe mode. otherwise I get nothing

Does the GT630 show the BIOS or POST when its in?
