Any advice on HTPC Build? [$500-$600]

First time building an HTPC from the ground up and want some advice/comments on the build I am going for. Below are the requirements I'm trying to fulfill, it's going to pretty much just be a straight DVR appliance as much as possible. No gaming.

Requirements:
No more than 4" tall (so it fits in with the A/V equipment)
Stream NetFlix
Record/Play live TV (so at least one PCIe for the Ceton card, records two streams at once while playing a third)
Be less than $600 (closer to $500 if possible)
Have WiFi

Below are the two possible builds I'm considering. I'm not particular for AMD or Intel, just whichever does the job effectively, efficiently and relatively cheap. I don't have a lot of movies, so 500gb is more than enough. I realize a terabyte is only like $10-$15 more, although it's not super necessary.
