window 7 is not working properly

i am using p4 computer with window 7 and as i start it ,,,,it is asking for select the mouse version default it is "US" and as i click on next buttom the system start recovery the files and the next pop up window said that" the system cannot revoery your files to prevent the window the system is shut down or restart" this process is going on again and again as i try to press f8 but the system is not moving in safe mode help me
