Spark on graphics card when in touch of metal .. Computer wont turn on

I went to measure up my graphics card which was still plugged in to mains (noob move) and because of the metal on the end of the tape mesure it touched the graphics cards and sparked. My computer now will not turn on at all and i replaced the fuse in the power cable but no luck. I was wonder if it would be the psu or even the motherboard!! please help
