Short and to the point:

I upgraded from a regular gtx 580 to two evga sc gtx 770's (ACX cooler)

Nvidia control panel does indeed have sli enabled. However, I have gone through three different games and I am getting even lower frames than my old 580.

Help?
Thanks in advance.

Basic Specs:
Sli 770's
2500k
Gigabyte z68a-d3h-b3
WD Black 1TB (For some reason I feel my HDD is extremely slow)
8gb corsair RAM
850W 80+ bronze corsair PSU

Try ocing your cpu. There are cases of negative scaling because the cpu cannot keep up with the gpu. Also try running benchmark program like unigine heaven with SLI enabled and disabled and see the frame difference. Just make sure to use same setting when you test it
