You should be able to. It isn't the "OEM" that's the limit, it's the version of Windows 8 / number of processor sockets.

All 32-bit versions of Windows 7 can support up to 32 processor cores, while 64-bit versions can support up to 256 processor cores. Windows 7 Professional, Enterprise, and Ultimate allow for two physical processor sockets (multiple cores per socket) whilst Windows 7 Starter, Home Basic, and Home Premium will recognize only one physical processor socket. Should be roughly the same for Win8.

If you mean upgrade a dual core to a quad core, etc, on 1 socket then yes. It's only multi-socket motherboards that have limitations.

And if you mean "will changing the CPU = buying a new copy of Windows", then from what I understand, Microsoft classifies the Motherboad as the Core component of a Computer. Meaning your OEM license is tied to your motherboard not your CPU. You may need to activate it again afterwards, but you shouldn't need to buy another copy of Windows, since the Win8 OEM license is typically stored in your motherboards BIOS.
