By the looks of things, upgrading to a quad or more seems like the way to go. This processor is awesome but be careful if you o'c, it can consume lots of power.

If you plan on running Skyrim, you probably need more than 1GB VRAM. Above your budget, but 3GB will run Skyrim with mods very well.

Tried to fit it into your budget as much as possible but this would run games for a long time to come.
