Brand new hard drive showing as full

My old hard drive crashed so I'm trying to install Windows 7 on new one I just put in my machine. When I tried, setup told me it can't create a new partition or find one to use. So I formatted from the set up screen but it still didn't work.

I then ran disk part from the command prompt and it shows the 500Gb hard drive with 0 free space. What can be causing this?

When you select the HDD in the bios boot order is it being selected as a legacy type bios device or UEFI?

In diskpart can you run a clean operation on the drive? Then try a custom install and insure that only one unpartitioned space appears and install to that.
