computer start up problems, starts up-stops-restarts and then long continuous beep or starts up okay..,

hi!
i bought this computer a few months ago, second hand, as a base to upgrade around then this happened:
on start up, computers fans run, then all power cuts out, then about three seconds later the computer trys to start up again.
now this is where it can go 2 ways; either, it starts up and thats fine (but may freeze iff left not in use, it seems to freeze when i havn't touched it for 30 mins) or a long Continuous beep is heard.
If the long beep i heard (only 1 continuous beep) the fans continue running although the monitor screen remains blank and, for example, even pressing the 'caps lock button' on my key board won't result in the led light on it turning on/off, basically all commands fail.
here are my specs iff needed:
Model- acer m3802
processor- intel quad 2 core 2.5ghz
ram-6gb
64bit operating system
palit geforce 9600 smart 512mb hd video card
psu- dc output=250w
- ac input = 220-250v

sounds like a psu, do you have a psu tester?

no i do not, is it easy to get round using a standard volt meter? or should i purchase a psu tester?

I have a couple of systems that use that starting the fans for a second,.waiting,.then starting.up, I suspect.that's a normal POST routine. For the long beep and no start, I can.think of two things off the top of my experience.....RAM or video card. Right now I'm leaning towards trying a different video card if you have one. Might also check fans and board for overheating.
