Very Low FPS on Lowest settings and 720p (Windowed)

Hey guys, I have problems with my old pc. I tried upgrading it and I still lag on all games I play, Literally all games...

Here are my specs:

CPU : Core 2 Duo E7300 2.66 ghz
GPU : Radeon HD 5450 2gb
RAM : 8gb

But overall this pc is an HP Compaq dx7500, I just tweaked it up a notch.

An example of a game is Dragon Nest. I ran a test in systemrequirementslab.com, I pass the maximum requirements by a lot. And yet when I run it, I have 10-20 fps on lowest settings and 720p windowed. 5-10 fps when pvping.

I know its an old pc but it doesnt mean I have to lag on All the games on Very Low Settings.

Like minecraft, I had to turn everything down to get a smooth gameplay and stutters a bit when hovering my mouse.

Help me!

The HD5450 is a very, very weak gaming card you might be expecting too much from it.
Running in a window usually stops the card from running at its full capacity, try running fullscreen instead.
Make sure you have the minimum of other programs running, Minecraft can be surprisingly demanding of the CPU.

Fullscreen is worse, I even tried 600p windowed and Its laggy.

But the system requirements, I pass almost every game I play fully but, I dont really get it. Is the Nvidia 8600 better than HD 5450?
