A8-5600k far too hot?

I built my first desktop pc, with an amd a8-5600k, but it was running at 45c in bios, and over the max temp of 74c in Windows. I replaced the stock cooler, for an Arctic Cooling Pro Rev2, however, the temps haven't changed.

Windows isn't unstable or anything, but what could be the cause of the high temp?

I'm confused!!!!

The sensor might be broken. You could also try buying some good thermal paste and cleaning off the old paste and putting on the new one.
