I want my speed to be at 4.5 GHz the whole time, it's ranging from 1.6-3.9GHz at the moment.
How would I accomplish this action?

I know I have to alter my CPU Core Voltage and that's all I know.
Is there anything that I'm missing that I need to accomplish this goal?

I have a MSI Z77AGD65 Gaming with i7 3770k
If you want to use Teamviewer to take a glance at my BIOS, you can!

If you have a Skype or would like to make one to help me out, please do so! I'm very new at this and I would like to have some help!

Thank you!

if you just want to stop the fluctuation of CPU speed, you can just disable "Intel Speedstep," (or EIST) along with C1E state. on the otherhand, you can also achieve this by setting your Windows power settings to "high performance." i shouldn't have to touch voltages what so ever unless you are unstable and are experiencing crashes, blue screens and etc.
