Overclocking Questions.. Help

I want my speed to be at 4.5 GHz the whole time, it's ranging from 1.6-3.9GHz at the moment.
How would I accomplish this action?


I know I have to alter my CPU Core Voltage and that's all I know.
Is there anything that I'm missing that I need to accomplish this goal?

I have a MSI Z77AGD65 Gaming with i7 3770k

if you just want to stop the fluctuation of CPU speed, you can just disable "Intel Speedstep," (or EIST) along with C1E state. on the otherhand, you can also achieve this by setting your Windows power settings to "high performance." i shouldn't have to touch voltages what so ever unless you are unstable and are experiencing crashes, blue screens and etc.
