Streaming OBS for League of Legends Troubleshoot

Gigabyte z87x-d3h
gtx 560 (non-Ti)
8gb corsair vengeance
comcast internet; avg 24 down, 5 up

despite looking at the many tutorials on youtube that shows the recommended setup for OBS, i am still having lag in-game. i even looked at this reddit post (http://www.reddit.com/r/leagueoflegends/comments/14s3rl... ) and it still seems like it's not working right...

i even tried adjusting to 500 bitrate and 1000 buffer but that just makes the quality terrible; it's not even that the quality sucks for streaming but i'm still getting lag in-game. FPS jumps anywhere from 18-28.

honestly the real question i want to know is...
is it because my graphics card is not up to par?


other things that i have done is:

make priority for LoL on "high" in task manager but i'm still getting that lag in-game.
close as many programs as i can
play basically when everyone else is asleep so i know that the internet isn't being used as much


can anyone shed some light on this? most likely on the question about my graphics card before i dish out a couple benjamins for a new one

Are you streaming at 1080P? If so, set it to 720P. Also set the filter to "Bilinear."

yes, that's part of the recommended settings that I've mentioned already
