One possibility would be to remove the HDD from the computer and put it in a "hard disk enclosure" that you can use to connect to another computer. You can get these for about $6 at a computer store. Once it is connected to another computer you can format it to "ntfs" which is the preferred file system for Windows. You should be able to install Windows at that point.
