toshiba satellite l655d.s5151 wireless fn key will not turn on capability

I have followed and tried everything already suggested on this site and they have not worked.
1. Fn-F8
2. Taking out the battery and waiting 5 min
3. Unistall value pack and rebooting searching for Icon which it couldn't find but was still on computer
I NEED HELP!!
