Highest Power to Dollar gaming rig ratio? Opinions?

Hi, i'm looking to build a gaming pc that will be capable of running the latest games for the 2013 Q3-2014 Q1 Season (WatchDogs, Titanfall, AC4, Batman: Arkham Origins etc.) at ultra settings on a 1920 x 1080 display. My question is this, what is the minimum i will have to spend in order to be able to play these games on ultra/ultimate/maximum settings without allowing the fps to drop below about 30 at any given time? Also, if you want, could you give me suggested builds. As a side mission, how could i accomplish this same goal, but with a multi monitor setup (AMD Eyefinity/ Nvidia Surround)?

Agreed, no reason to consider AMD if your budget is open.

Well, my budget isn't exactly "open," so I'm going to try to keep it under $1100, if possible. Also, I don't plan on OC-ing because i don't want to have to pay for a super advanced cooling system. So I probably won't drop the extra cash just to get an unlocked cpu. AMD tends to have their cpu's unlocked by default, so that's why I would want to do an AMD system, in case i get the extra cash to install a better cooling system down the road.

Also, I would do crossfire x or sli if getting two mid-low range cards would be cheaper than getting one high-powered card, and would outperform, of course.
