Considering deleting HDD recovery partition

I have 3 partitions on my drive. One is 1.46gb ,and I assume it to be basic Windows recovery. It's marked as "active, recovery."
The second is C: Main partition.
And the 3rd is called HDDrecovery. It is 13.73 gb in size. After mounting it, I find a ton of files that mean nothing to me, except that they say Toshiba, microsoft, or Quanta. I'm assuming this is the "out of the box" manufacturer recovery tool.
I have Windows 7 OS on a usb stick for recovery or installation. So I'm wondering if I also need the HDDrecovery as well.
I'm considering deleting it, and using the space for a 2nd O.S in dual boot. My concern is there might be some special Toshiba device commands etc. that are in there.

The recovery partition is nice for people who don't really know what they're doing. Hit a button on startup and go back to new install + crapware. I have deleted recovery partitions numerous times and have never had a problem.
