Watching Youtube decreases internet speed

Hi guys, I couldn't find a working solution to my problem on older topics here, so I had to post this.

This started a few months ago. Like the title says, my internet speed plummets after watching a youtube video. Specifically, if I skip around the timeline while it's in HD. I know the internet speed is about to go down as the video I'm watching suddenly buffers for a half second and reverts back to 480 or 360p (720 or higher is greyed out, and I can't even choose it anymore). The upload speed and ping are not far apart in either situation, however.

Here's a comparison of the speed difference:

This problem only affects my computer, and the only way to "fix" it, is to restart the computer or remove the usb adapter for a minute then plug it back in. It's very annoying and would love for permanent fix to this!

Specs:

Windows 7, 64-bit, Service Pack 1

Intel Classic Series DG33FB (older Mobo I know)

Edimax USB wireless adapter (brand new, replaced an older wireless adapter but was also having the same problem back then)

All drivers updated as far as I know. I would test it out using a wired connection via ethernet, but unfortunately that's out of the question (not my house to be drilling holes and pulling wires)
