Unable to connect to Lan for internet but can to network PC to PC

Hi, I have a desktop PC and a Laptop. I live in a shared house and the internet comes through a ethernet cable. This works fine on my Laptop, but not on the PC. When the cable is in the PC to LAN no network lights show and nothing happens. When in Laptop everything is sound. If you connect both laptop and PC via Ethernet cable both work. So there is nothing mechanically wrong with the PC's ethernet port. Any ideas, because I am truely stumped!?

at what speed is you laptop connected?

try to set the network card speed on you PC to 10 half-duplex instate of Auto. If it connects work your way up to 100 Full-Duplex.
