Suitable budget wise PC for movies and basic usage

Hey,

I'm trying to build a PC from ground for my dad.
He use mainly for;
-Watching videos/movies smooth (FULL HD)
-Work, great multi-tasking. He tried using one of the PC I build recently that uses AMD FX 8320 and liked it, but I'm sure its way too much (never ever pass half the usage even after heavy gaming/multi tasking at that PC)
-Skype/Multimedia chatting

*I hope the build could last at least 2 year.

CPU : AMD preferable for its price. Should I go for APU (A10-6800K) or FX?
GPU: - *I have unused 1GB DDR3 ATI HD5450, is it good enough for movies at 23" ?
MOBO: -
RAM: Basic 4GB
CASING: -
HDD: Seagate 500GB SATA 3
PSU: Corsair VS450W
MONITOR: DELL ST2340L or you can recommend me better that has similar price range

Yes ATI HD 5450 is enough for 1080p movies.

I think FM2 platform might be twice better then AM3+ for your dad needs, also Steamroller ( new microarchitecture for APU) coming soon on FM2+ Socket, so here is one APU build

Owh okay, this is within budget ( I think, using currency converter ), need to revise the price in my country though.

Great, HD5450 it is. But I would like avoid WD brand as it always fail me (external HDD) for many times before so I'd stick with Seagate, and I recall one of the forumer saying it's cheaper (and my personal view, better).

For the first option;
Why BenQ GW2450HM?
Comparing the two, BenQ lack IPS, and it didnt say anything about HDMI support.

I'll try to find Corsair CX 430 if possible. Hard to find one in my local area.

My dad like clean and simple look, so any other option other than Rosewill?
What about Cooler Master K280?

For the 2nd option;
If I was going for APU, I'd go for A10-6800K though. So going for MOBO 55 is okay rather than going for 85 version?

The reason why I picked A10-6700 is because it's 65W and ASRock FM2A55M-DGS Micro ATX I though you are not going to overclock but seems like you are going to do in that case A10-6800K is reasonable choice.

If you do not overclock the mb selected above is ok(55$). ASRock 970 Extreme4 is AM3+ Socket that mean's it's not compatible for APU (A10-6800K)
