Windows indexing experience cpu and memory

I was wondering if a low score in either memory or cpu could impact the score of one or the other.

For example my score on cpu and memory is 7.5, gpu is 7.8, and ssd is 7.4 (down from 7.6)

Could low performing cpu bottleneck and impact score of memory? Or vice versa

Or does windows find a way to test each component independently?
