For ex., I would like to add ipconfig /flushdns to the start menu. Is there any way to do this?
Or must I always Start with Run - cmd, etc.?

You can create a shortcut to that command, or a batch file and place it in the start menu, or a shortcut to that batch file and keep the file in another place.
