My hard drive has apparently died

My hard drive ( WD 1.5 TB) has apparently died. When I start the computer I get nothing but the fans. The hard drive does nothing. I replaced the hard drive (HD 500GB) and now need help installing the new drive and booting, and reloading the OS (win 7).

I do have access to the recovery partition of the old (WD 1.5 TB) drive. How would I get the recovery partition to the new drive?

ALSO Must I have the keyboard plugged in for the computer to boot? I tried just installing the new drive and tried booting without the keyboard and also got nothing.

I also tried to use a recovery disk in the CD drive and the computer would not even "go to" the CD drive

it's an HP Desktop Pavilion Elite Model HPE 500y
8 GB AMD Radeon HD
Win 7 Home Premium
 
You need to enter the BIOS and change the cd/dvd drive to be the first boot device

place the windows disk in the drive and reboot using the power button or reset button .
Windows will boot from the dvd and start the installation
