In most modern games, I would say so, yes. O/C'ing may help a bit.

Almost definitely.
Though I would get it anyway, and then save up to get a cheap I5/FX 8350

I would def overclock if u are running at stock clocks for the R9 290x, My oc'd 1055t works great with a 7970, so i would assume a good oc of 3.8-4ghz would prob help alot
