I WANT TO KNOW CAN I MAKE APPS TILES LIVE THAT I DOWNLOAD FROM WINDOWS APP MARKET IN WINDOWS 8 (PC) LIKE STOCK WINDOWS STOCK APSS NEWS,SPORTS,FINANCE ETC???

The application is either programmed with a live tile, or it isn't, it's not something you can add after the fact. You can turn off the 'liveness' of live tiles, but not all apps have live tiles, so short answer, no.
