It should do, I have a 7790 (PCIe 3.0) running on a PCIe 1.0a slot.

PCIe is backwards compatible, hence why a new card can be used on an older motherboard. I'm not sure what you are asking or saying.

in some cases i found that people were saying that pci-e 3.0x16 amd cards were not working on thier pci-e 1.1x16
motherboards wheras nvidia pci-e3.0x16 cards were working on pci-e 1.1x16

As I said earlier, I have a 7790 running on a board that is earlier than PCIe 1.1 so it should work.

cheapest nvidia gtx 650-e =rupees 9127/-
cheapest 7750=rupees 5300/-
you are saying that these both cards have theoretically similar performance so why is there so much difference in thier price. that is 4000/- ?

Because the Nvidia card is better?

would the asus gtx 650-e work with any local psu without 6 pin 350watt

Look , both companies , AMD and Nvidia make great GPUs. So choose a side. @Mousemonkey 's personal preference is supposedly Nvidia while I choose cheaper Cards. Both HD 7750 and GTX 650 DO have similar performance so there's not much to compare.

The GTX 650 performs a little better than the Radeon HD 7750, but only by about 5%, from what I remember of the benchmarks. That's assuming both cards are stock speed; not overclocked.

Radeon HD 7750 cards are likely priced lower because AMD will be release the Radeon HD 9xxx series this month or next month I think. The lower prices help move current generation cards of the warehouses to make room for the next generation GPUs which should be priced higher since are new and do not require discounts in order to make sales.
