laptop hard drive to usb encloser to connect to desktop do the jumper need to be changed on the laptop hard drive?
Very unlikely. Jumpers were typically only used on parallel ATA drives to set master/slave when you had two drives on a single cable/controller. Laptops generally only had one drive per controller (hard drive on controller #1, CD drive on controller #2) and never used jumpers. Jumpers were pretty much just the domain of desktop PATA drives where you might have two on one cable.
The serial ATA drives used in pretty well any laptop made in the last 8 years usually don't use any jumpers as you only have one drive per port and don't need to set master/slave settings.
