Graphic Card Issue, no monitor boot up?

Alright, so we originally had EVGA 9400GT graphics card, the fan burnt out so we decide to just update the card since it needed replaced. We went and got a PNY Geforce GTX 650 and when we installed the hardware we werent able to get our monitor to turn on, the tower started running but nothing from the monitor, the old broke card and the stock card both work and run the computer fine, monitor turns on and works great. So we thought must be just the card having some defect or maybe a power supply problem. So we traded in the new one for a reaplacement and got EVGA Geforce GT 640 and installed the hardware and still the monitor is not starting up at all. It is just the monitor, its a black screen with the yellow light. but the tower starts up fine. Any ideas whats the issue?

It might be a BIOS issue (not supporting newer graphics cards).
What power supply using?

430w, we are having troubles finding the BIOS we need any suggestions?
