200hz TV vs 120hz Monitor?

So I'm thinking about getting a new screen for my computer and I'm stuck between the two following options:
1) Getting a 60hz monitor and buying myself a TV card to put into the PCI slot
or
2) Getting a normal TV and use it as my display (it says that it is a 200hz (?))

What's better in your opinion?
By the way: The resolution will be 1920x1080.

I will stick with the 60Hz unless you have a totally high-end gaming card. 200Hz can net you with banding because the only way to achieve it is by reducing the color bit, which reduces quality up close (that's why it's made to be a TV, viewed a bit farther away).

I personally like the 120Hz gimmick only for a few times then I get bored and stick back to the original 60Hz (much like 3D vision).

The TV is not going to display 200HZ like a 120HZ monitor will. TVs reproduce frames to get a higher refresh rate and monitors do not. the 200hz tv will still only accept a 60hz signal from the input device, then it just repeats frames to simulate a higher frame rate.

Well, is a 7970 Platinum Matrix edition a high-end card?

The card is a high-end card yes and would easily max out current games.

bignastyid is right about the frequencies. I overlooked the detail.

Well, I got this card because it's a great overclocker and I'm not planning on upgrading any time soon.
