i7 3820 : Best Air/Water Cooler?

Hi,
I have a i7 3820 CPU and have researched peoples opinions on the best coolers for the CPU.
I just wanted to throw a question to the community about what would be a reasonable/cheap cooler. I am not intending to overclock, just stock speed at 3.6 GHz and maybe some Graphics/3D modelling.

Here is some:
Cooler Master Hyper 212 EVO (120mm)
H60
Noctua NH-D14


I would prefer not to spend more than £45 on a cooler whether air or water(H100i/H80), so if anyone experienced in this area could give me some advice on coolers that would be great.

Notes:

For 45 Euros you are simply not going to get a water cooler...try air cooler for that price range...I listed one of the best however it would be for light to medium over clocking only...I hope this helps answer your question a little bit better.
