Computer running slower then expected

So let's start off with a great story. So I bought my new pc after about 3-4 months I decided to upgrade my gpu from a amd fx 6670hd to a gtx 660 2gb. After that I noticed my games I played were running even slower now but here's the odd thing is if I played the game on ultra I was only getting max 10 fps on low max fps 10. After coming here I was told my cpu was not good enough so I upgraded that as well from a amd fx4100 to a fx6300. Still the same problem I just want my computer to play games well. Whenever I go to optimized settings it always says I should play on high or ultra so why do I only get 10 fps! My pc specs are
Amd fx-6300
Gtx 6602gb
8gb ram
1tb memory
Geforce 7025 motherboard

Well the first thing I would say is bottle-necking, but your cpu is way strong enough for the 660. Might be a defective card?

Maybe I'll try and get a new one ordered thank god it has warranty on it but I mean I upgraded my cpu because people were saying it was bottle necking but now it's bottle necking again? I'm going to keep this forum up just in-case some other people have answers. By the way it's werid because I can get 60 frames on gta4.arma2.payday2.ect but when it comes to newer games like minecraft.bf3.arma3,RO2,ect I can't more then 10 fps. It's like it's holding me back from getting the maximum fps that I should be getting.
