Will this work? PH-TC14PE, 4770k, maximus vi extreme, 4.6GHz

I have never overclocked, but I have done extensive research and know how to overclock. I have a pretty big budget and am basically settled on these as main parts: (just what you need to know to answer question)

i7 4770k
Phanteks PH-TC14PE cooler
Maximus VI Extreme
EVGA GTX 780
Vengeance pro or dominator platinums
Corsair Ax850

Do you think that this could overclock to 4.6 or 4.5 with that cooler and these parts or do I need better cooling or do I need a lower overclock?

Depends on the CPU, many 4770Ks can even hit 4.6, and many that can marginally will take very high voltage, thus more heat....It's a good cooler to try with. Might look at this:

Thank you, I am thinking of buying the rig and overclocking to 4.5 because that looks more reasonable. I mostly wanted to know how the system worked together and if the cooler worked
