Will an 850w power supply Handle a 7990?

I currently have an overclocked 8350 at 4.8 ghz, and a high end motherboard as well as a closed loop cooler with about 5 large fans. I am wondering if I can add an AMD 7990. Can I with a corsair hx850w. If not, can I just clock my CPU down a bit?

I'd look for a GOOD 1000 watt at a minimum

Why so exactly? Can an 850w just not handle it? Can I just decrease the clock slightly?

850 is considered the minimum on a 'regular' PC, betweentthe 8350 OC and the fact I like a little extra, plus many PSU that are 'rated' to whatever, say 850 are often given that 850 but it's actually PEAK power and for continuous power many of the 850 are actually around 750 to 800 continuous
