What makes a touch screen? Is it in the graphics card or do I need a special monitor to use as a touch screen. Can I use my current flat panel as a touch screen?

You need a special monitor. There are a few ways they make touch screens, captive, resist and there was another using infrared i believe. It's something in the screen.

A touchscreen is a combination of a traditional display and a digitizer. The digitizer is what samples and processes the touch input. Traditionally the digitizer is a transparent pane placed above the display panel and below the protective glass panel. However, some manufacturers have started to integrate the display and the digitizer into a single product.
