Takes 3 Tries to boot Up

I recently built a new computer (brief specs below)

i5-3570k
GTX 660
ASRock Z77 Extreme 4
8Gb Corsair Vengeance


Basically what happens is that every time I turn on my computer what sounds like a fan starts up for several seconds, then shuts off again. This happens 3 times until finally it goes to boot screen. It started when i overclocked to 4ghz. So I brought it down to 3.8. Still happened. Brought back to the original clock speed, and it still happened. Any suggestions are appreciated.

It sounds like it doesn't like your settings and reboots back to default for your bios. Is your RAM 1.5V or 1.65V?
