Problem with black border on monitor. Amd Vision

I have looked around but cant find the answer. when i load win7 there is a black border around the screen. I went to amd vision engine control center and changed the overscan to 0 and it fixed it but still has the border on login screen. and in game there is now a border also.

oh and i enabled gpu scaling and ITC scaling and under overscan I enabled "use the scaling values instead of customized. am I doing something wrong. and by the way everything was fullscreen before i installed the catalyst. this gui is a pain in the ass
