Low FPS - 3d Mark 11 Scores included

Hi,
Having an issue I am not sure how to fix, or even if it needs to be...

System:
ASRock z77 Extreme4
i7 3770 @ 4.3GHz
8GB 1333mhz
1TB WD Black
Sapphire 7970 OC - 1200mhz/1600mhz @ 1.279v.

My PSCORES in 3d Mark 11 - Performance Profile = 9000.

My FPS in some games-
Tomb Raider = 35-45fps when using ultra + SMAA x2 (ultra).

Skyrim with ENB - 40 fps when ambient occlusion is on. If I turn it off, I can get around 55.

I'm not sure if this is where I should be, but any insight would be appreciated.

I ran the AMD Clean Up Utility and just installed the 13.11 beta drivers... going to retest.

Hmmm - so now w/ 13.11 beta, I go from PSCORE 9000 to 11,128.

I have no idea if this is good! Can anyone else compare to mine?

I spoke with Sapphire support... They said average is 12,000 @ 1600x1200.
(No one is answering, but someone might find this info to be helpful in the future).
