Power Surge now no startup

my computer is plugged into a power surge, but after the power cut where i live resterday, it doesnt do anything. when i plug it in a red led on my cases card reader flashes, and so does my speakers led. the speakers also make a faint heartbeat like noise, like they are getting power in intervals. so i unplugged everything and did the paperclip test on my psu and it was successful. but as soon as i plug it into my motherboard it goes back to flashing lights. do you think its my motherboard or psu that went bad? im hopeing psu because i have a crappy Diablotek da 600W pdu

The order of the flashing lights are a code, if you can get a tutorial on your old PSU box or on the internet it will surely say what the flashing light means

i cant seem to find anything like that on the internet, and im afraid i dont have the box anymore

Hmhm, most PSUs have a watt button which allows you to change the amount of watts and volts your PSU surges, did you check if it's on the right settings for your PC?
